How can eDemocracy enhance participation\, inclusion\, transparency and accountability? \nWith good governance a top priority of the EU in the EaP region\, eDemocracy is an important part of today’s and tomorrow’s governance\, dealt within Platform 1 of the EaP on ‘Strengthening institutions and good governance”\, and was identified at the EaP SOM of 12 March 2018 as a priority theme of the EaP. \nGood Governance represents a government approach committed to system founded in justice and peace that protects and ensures human rights and civil liberties. The United Nations describes good governance as characterized by participation\, consensus\, accountability\, transparency\, responsiveness\, effectiveness and efficiency\, equitability\, inclusion and following the rule of law. It is responsive to (present and future) needs of society. This conference focuses three dimensions of good governance: participation through political communication in the digital sphere\, transparency and stakeholder inclusion. These topics will be discussed in depth\, critically assessing the present status and addressing future challenges. \nThe conference includes 3 panels\, each will be preceded by a keynote that will then join the panel. Während in den letzten Jahren die großen Axiome dominiert haben – Projektkultur\, Kommunikation und Sprache\, Abstraktion\, Applikation\, Transparenz\, Kooperation\, Netzwerke und Communities – liegt diesmal der Fokus auf den wesentlichen Fragen des Jahres 2018. \nMit dem Inkrafttreten der Datenschutz Grundverordnung und der vorgesehenen Annahme der E-Privacy-Verordnung wird Datenschutz in der EU auf neue Grundlagen gestellt. Die Implementierung wirft noch viele Fragen auf und bedarf gemeinschaftliche Lösungen und Praxis\, insbes. zu Privacy by Design\, Datenschutz und soziale Netzwerke\, Data Retention\, Recht auf Vergessen werden\, etc. \nDie vielen hilfreichen IT-Anwendungen im Recht – als Legal Tech bezeichnet – bringen den technischen Teil der Rechtsinformatik wieder in den Blickpunkt. Wohin führt uns dieser Weg? \nViktor Mayer-Schönberger\, Professor für Internet Governance in Oxford\, nennt das\, was sich am Ende des Weges abzeichnet\, den „globalen Datenkapitalismus“. In dessen Zentrum steht ein neues Konzept des Marktes: Erst durch die Verwertung seines Reichtums an Daten durch digitale Technologien schöpfe der Markt sein Potenzial voll aus. Denn\, so Mayer-Schönberger in seinem Buch „Das Digital“\, Daten können die Wirtschaft besser koordinieren als in Geld gefasste Preise\, sie schaffen mehr Wert und damit auch die Perspektive auf erhöhten Wohlstand. \nDaran knüpfen sich freilich essenzielle Fragen: Kann der im Datenkapitalismus geschaffene Wertzuwachs dann auch gerecht (um)verteilt werden?  Wie können wir verhindern\, dass sich – wie bisher – die großen Datenmonopolisten die Effizienzrenditen aneignen? Welche Aufgaben stellen sich da dem Staat? Wie werden sich Firmen auf datenreichen Märkten bewegen? Wie ändern sich ihre Innovationsstrategien?
