{"id":845,"date":"2017-02-09T10:08:44","date_gmt":"2017-02-09T10:08:44","guid":{"rendered":"https:\/\/datamarket.at\/?p=845"},"modified":"2020-11-17T17:16:37","modified_gmt":"2020-11-17T17:16:37","slug":"deutschland-wird-dcat-ap-fuer-die-entwicklung-ihres-nationalen-metadatenstandards-fuer-datensaetze-verwenden","status":"publish","type":"post","link":"https:\/\/datamarket.at\/en\/2017\/02\/09\/deutschland-wird-dcat-ap-fuer-die-entwicklung-ihres-nationalen-metadatenstandards-fuer-datensaetze-verwenden\/","title":{"rendered":"Germany will use DCAT-AP for developing their national metadata standard for datasets"},"content":{"rendered":"<div class=\"pbs-main-wrapper\"><p><strong>(Source\u00a0<a target=\"_blank\" href=\"https:\/\/joinup.ec.europa.eu\/node\/158731\" xlink=\"href\" rel=\"noopener noreferrer\">Joinup<\/a>) Germany has decided to develop an application profile of <\/strong><strong>ISA\u00b2\u2019s DCAT-AP, under the name <\/strong><a href=\"https:\/\/www.govdata.de\/standardisierung\" xlink=\"href\"><strong>DCAT-AP.DE<\/strong><\/a><strong>, for using it as its national metadata standard for datasets published on German data portals.<\/strong><\/p>\n<p>On 21 November 2016, the steering committee of <a href=\"https:\/\/www.govdata.de\/\" xlink=\"href\">GovData<\/a>, the <a href=\"http:\/\/wiki.openmod-initiative.org\/images\/6\/63\/Jens-opendata_govdata.de_FraunhoferFokus.pdf\" xlink=\"href\">German data portal<\/a>, selected <a href=\"https:\/\/joinup.ec.europa.eu\/asset\/dcat-ap_implementation_guidelines\/home\" xlink=\"href\">DCAT Application Profile<\/a> (DCAT-AP) as the basis for specifying <a href=\"https:\/\/www.govdata.de\/standardisierung\" xlink=\"href\">DCAT-AP.DE<\/a>, the metadata standard to be implemented at the national scale across all data portals in the country. This decision was the result of a long journey towards the establishment of a single metadata structure for Open Government Data which started in 2013 in Germany.<\/p>\n<p>Based on analysis and surveys as well as on a public consultation, the standardisation path chosen by the steering committee led them to the decision of developing a specification fully-compliant with the DCAT-AP. This will ensure direct interoperability with the EU standards. Therefore, it will become easier for the various governmental bodies to exchange information and develop interoperable systems. Increasing interoperability is required in order to support the creation of value-added services and tools based on Open Government Data.<\/p>\n<p>As explained by <a href=\"https:\/\/www.govdata.de\/\" xlink=\"href\">GovData<\/a> in the <a href=\"https:\/\/joinup.ec.europa.eu\/asset\/ogd2_0\/asset_release\/ogd-20-specification\" xlink=\"href\">Open Government Data Standard 2.0<\/a>, <a href=\"https:\/\/www.govdata.de\/standardisierung\" xlink=\"href\">DCAT-AP.DE<\/a> will enable the interconnection and the exchange of metadata between German data portals and <a href=\"https:\/\/www.govdata.de\/\" xlink=\"href\">GovData<\/a>, following the federated architecture depicted in the figure below:<\/p>\n<img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-846\" src=\"https:\/\/datamarket.at\/wp-content\/uploads\/2017\/02\/dcat_de.png\" alt=\"\" width=\"713\" height=\"458\" srcset=\"https:\/\/datamarket.at\/wp-content\/uploads\/2017\/02\/dcat_de.png 713w, https:\/\/datamarket.at\/wp-content\/uploads\/2017\/02\/dcat_de-300x193.png 300w\" sizes=\"auto, (max-width: 713px) 100vw, 713px\" \/>\n<p>This way, the <a href=\"https:\/\/www.govdata.de\/\" xlink=\"href\">GovData portal<\/a> will become the only direct link between the different data portals in Germany and the <a href=\"https:\/\/www.europeandataportal.eu\/en\/\" xlink=\"href\">European Data Portal<\/a>. In other words, data and information from 11,000 German municipalities and 16 L\u00e4nder will be made available on the <a href=\"https:\/\/www.europeandataportal.eu\/en\/\" xlink=\"href\">European Data Portal<\/a> through the harvesting of <a href=\"https:\/\/www.govdata.de\/\" xlink=\"href\">GovData Portal<\/a> at the federal level.<\/p>\n<p>According to the <a href=\"https:\/\/www.europeandataportal.eu\/en\/content\/germany-develop-own-dcat-ap\" xlink=\"href\">European Data Portal<\/a>, the compliance of <a href=\"https:\/\/www.govdata.de\/standardisierung\" xlink=\"href\">DCAT-AP.DE<\/a> with international formats will <strong><em>\u201cenable companies such as the ones listed at <\/em><\/strong><a href=\"http:\/\/datenwirken.de\/\" xlink=\"href\"><strong><em>datenwirken.de<\/em><\/strong><\/a><strong><em> to re-use the data easily\u201d.<\/em><\/strong><\/p>\n<p><strong>Next steps<\/strong><\/p>\n<p>A final feedback report summarising the public review period of the <a href=\"https:\/\/joinup.ec.europa.eu\/asset\/ogd2_0\/asset_release\/ogd-20-specification\" xlink=\"href\">OGD 2.0 Standard<\/a>, opened on Joinup for the last couple of months, will be soon released. It will be followed by the publication of the DCAT-AP.DE in the first quarter of 2017. Later in 2017, DCAT-AP.DE will be implemented in <a href=\"https:\/\/www.govdata.de\/\" xlink=\"href\">GovData<\/a> and other data portals in Germany. A transition period during which <a href=\"https:\/\/www.govdata.de\/\" xlink=\"href\">GovData<\/a> is going to use both the <a href=\"https:\/\/github.com\/GovDataOfficial\/OGD-1.1\" xlink=\"href\">metadata model OGD 1.1<\/a> and the new model is planned.
